LEGAL NOTICES

Persons who require accommodation for any audio, visual or other disability in order to review an agenda, or to participate in a meeting of the City Selection Committee per the American Disabilities Act (ADA), may obtain assistance by requesting such accommodation in writing addressed to the Clerk of the Board, 800 South Victoria Avenue, Ventura, CA  93009-1920 or telephonically by calling (805) 654-2251.  Any such request for accommodation should be made at least 48 hours prior to the scheduled meeting for which assistance is requested.

All agenda reports and supporting data, including those filed in accordance with Government Code Section 54957.5 (b) (1) and (2) are available from the Clerk of the Board of Supervisors Office, Ventura County Government Center, Hall of Administration, Fourth Floor, 800 South Victoria Avenue, Ventura, California. Documents including staff materials, comment emails and letters, photos, etc., distributed to the City Selection Committee regarding any agenda item during an open session or after the meeting concluded, are posted online and made available for public inspection at www.ventura.org/city-selection-committee

The following information is provided to help you understand, follow, and participate in the Committee meeting:

 
APPLY FOR OPEN POSITIONS

City Council Members or other qualified individuals may apply for appointment by E-mailing [email protected] with a notice of candidacy. Notices of Candidacy should be addressed to the City Selection Committee. Do not E-Mail Mayors or Other City Council Members directly with your Notice of Candidacy, as all formal notices of candidacy will be distributed by the Clerk, based on a pre-defined schedule, as determined by the Committee’s bylaws. This ensures that the City Selection Committee members do not receive conflicting or excessive communications, while also maintaining Brown Act compliance.

When submitting a Notice of Candidacy, you may choose to also include a resume and letters of support. Notices of candidacy and resumes or candidate statements should be submitted to the Secretary at least 14 days prior to the meeting at which the Committee will consider the appointment. Late submissions should be submitted no less than 72 hours before the meeting at which the Committee will consider the appointment. While discouraged, late submissions may also be accepted up until and during the meeting.


In addition, candidates should attend the Committee meeting when appointments will be made, in order to provide brief verbal comments on your qualifications, and be available to answer any questions the Committee may have for you.

Unless otherwise indicated, positions are available to all City Council Members within Ventura County. Interested individuals are not required to get City Council approval prior to applying for an open position.

Public Comments – Public comment is the opportunity for members of the public to participate in meetings by addressing the Committee in connection with one or more agenda or non-agenda items on subjects that are within the subject matter jurisdiction of the Committee. Public comments may be provided using one of the following options:

Please indicate in the Subject Line the Agenda item number (e.g., Item No. 9) on which you are commenting. Your email or written comment will be distributed to the Committee and placed into the item’s record of the Committee meeting.

In-Person Public Comment

If you would like to provide a verbal comment in person during the meeting, you may pre-register at www.ventura.org/city-selection-committee. Pre-registration is strongly encouraged. You will receive an automated email from zoom which confirms your registration. You will not need the Zoom connection information provided in the confirmation Email. Upon arrival at the meeting location listed above, check-in with the Clerk of the Board staff. You must be present prior to the closed of the public comment period. If you do not wish to pre-register but would like to provide in-person comments at the meeting, you must also check in with the Clerk of the Board staff prior to the agenda item being called.


Remote Public Comment Using Zoom or Telephone

If you would like to provide a verbal comment via video during the meeting, receive Zoom credentials by registering at www.ventura.org/city-selection-committee. We encourage you to register in advance of the meeting to ensure that you receive the Zoom credentials prior to the item being heard. Registration is open. Requests to make live public comment on an agenda item will be accepted until the public comment period for each agenda item is complete. If you wish to make comments, you must be connected to the meeting via Zoom prior to the close of the public comment period.

Election of Chair and Vice Chair to the City Selection Committee for the Calendar Year 2025.

Agenda Review - Consider and approve, by majority vote, minor revisions to the agenda items and/or attachments and any item added to, or removed/continued from, the City Selection Committee agenda.
6.
Public Comments - Citizen presentations regarding City Selection Committee related matters NOT appearing on the agenda.
7.
Committee Member Comments.
8.
Review and Approve the Amended Bylaws of the City Selection Committee Removing the Specific Location for Regular Meetings; and Direct Staff to Incorporate Additional Changes, if Desired.

AIR POLLUTION CONTROL BOARD

9.
Appoint Two City Members as Regular Members to the Ventura County Air Pollution Control Board, with No Term-End Dates; and Appoint City Members as Alternate Members to the Ventura County Air Pollution Control Board, with No Term-End Dates, if Desired.

ASSOCIATION OF WATER AGENCIES

10.
Appoint a City Member as Director and a City Member as Alternate Director to the Association of Water Agencies of Ventura County Board of Directors, from the Eligible Cities of Camarillo, Fillmore, Ojai, Port Hueneme, and Santa Paula, for Two-Year Terms of March 6, 2025 through March 4, 2027.

LOCAL AGENCY FORMATION COMMISSION

11.
Appoint a City Member as a Regular Commissioner to the Ventura County Local Agency Formation Commission (LAFCo) to Fill the Unexpired Term Ending December 31, 2025; and if the Alternate Position is Vacated Due to the Currently Appointed Alternate becoming Appointed as a Regular Commissioner, Appoint a City Member as an Alternate Commissioner to LAFCo to Fill the Unexpired Term Ending December 31, 2027.

REMOTE ACCESS NETWORK BOARD

12.
Appoint a Mayor as a Board Member to the Ventura County Remote Access Network Board, with No Term-End Date.

VENTURA COUNTY TRANSPORTATION COMMISSION

13.
Appoint a Citizen Representative as a Commissioner to the Ventura County Transportation Commission, for a Four-Year Term of January 31, 2025 through January 31, 2029.
