Public comments may be provided using the following options: (1) email public comment in advance of the meeting; (2) in-person public comment; (3) video or call-in public comment via Zoom during hearing. Option 1 – If you wish to submit your comments in advance of the hearing, it is strongly encouraged that they be submitted by 3:30 p.m. two days prior to the meeting. Please submit your comment to the Case Planner for that item. Please indicate in the Subject Line of your email, the Agenda Item Number on which you are commenting. Your email will be distributed to the Planning Commissioners and placed into the item’s administrative record at the Planning Commission hearing.
Option 2 – If you wish to make a comment in-person, you must be present at the meeting location and provide your comment prior to the close of the public comment period for the item you wish to speak on.
Option 3 – Register at https://vcrma.org/public-comments-for-planning-commission-hearings before the close of the public comment period for the item you wish to speak on. Please provide your name, email, and the phone number you will be calling in from. Once your registration has been approved, you will receive an email with the Zoom meeting link and password. The participation information is unique to you; please do not share as it may cause issues with your ability to join the meeting. Pre-registration is strongly encouraged. Registration opens when the Planning Commission’s agenda is posted online.  

If you are watching the live stream of the Planning Commission hearing and would like to make either a public comment (Item 5) for items not on the day’s agenda or to comment on a specific agenda item as it is being heard, please raise your hand in Zoom (by pressing the Raise Hand button or *9 on your telephone key pad) when the Recording Secretary asks for any online participants who would like to comment, please refer to the instruction for public comments at https://vcrma.org/planning-commission. To maintain a public meeting environment conducive and welcoming to receiving public comments from all members of the public, the audience is discouraged from engaging in displays of support or opposition to staff reports or public comments, including clapping, booing, hissing, or cheering, that may create a disruptive or intimidating environment for members of the public wishing to participate.

Continued public hearing to consider a request for a Conditional Use Permit (CUP) and Planned Development (PD) Permit to authorize development of a single-family dwelling, an accessory dwelling unit (ADU), residential accessory structures, and structures accessory to animal husbandry/ keeping use.  The PD Permit would authorize non-habitable residential accessory structures to cumulatively exceed 2,000 square feet (sq. ft.) and the development of seven structures within a Surface Water Feature in the Habitat Connectivity and Wildlife Corridor (HCWC) Overlay Zone.  The CUP would authorize animal husbandry/keeping accessory structures to exceed 2,000 sq. ft.

Public Hearing to consider County-initiated amendments to the Local Coastal Program (LCP), which includes amendments to Chapter 4 of the Coastal Area Plan and Articles 2, 4, 5, 8, 11 and the addition of Appendix 15 of the Coastal Zoning Ordinance for Coastal Hazards, Sea Level Rise and other minor amendments. 

PROJECT LOCATION: All coastal zone parcels in unincorporated Ventura County that includes areas within Supervisorial Districts 1, 2, and 5.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) DOCUMENT: Exempt from CEQA review pursuant to Public Resources Code Section 21080.9 and CEQA Guidelines Section 152658.

DISCLOSURE OF CAMPAIGN CONTRIBUTIONS
(Levine Act – Government Code section 84308
Government Code section 84308 (“Levine Act”) establishes campaign contribution conflict of interest rules that apply to public agency proceeding involving certain contracts, licenses, permits and discretionary entitlements for use. 

Planning Commissioners may be disqualified and not able to participate in proceeding covered by the Levine Act if, within the 12 months preceding the Planning Commission’s decision in the proceeding, the Commissioner received more than $500 in campaign contributions from the applicant, an agent of the applicant, or any financially interested participant who actively supports or opposes the Commission’s decision on the matter. Planning Commissioners with a disqualifying conflict of interest pursuant to the Levine Act are required to disclose that fact for the official record of the proceeding and shall not make, participate in making, or in any way attempt to use their official position to influence the proceeding. Applicants or agents of applicants in a proceeding covered by the Levine Act who have made campaign contributions totaling more than $500 to any Planning Commissioner in the past 12 months are required to disclose that fact for the official record of the proceeding and financially interested participants or their agents are strongly encouraged to do so. 

Disclosures must include the amount and date of the contribution and the person or agent making the contribution and may be made either in writing to the Clerk of the Planning Commission prior to the hearing or by an oral declaration at the time of the hearing.
