PROJECTS

A.

CASE NUMBER: PL23-0033  APPLICANT: County of Ventura

Public hearing to consider county-initiated amendments to the Ventura County General Plan Land Use and Community Character Element and the Ventura County General Plan Background Report to include additional designated disadvantaged communities (DDCs).

PROJECT LOCATION: Unincorporated areas of Ventura County, specifically near the cities of Ventura, Santa Paula and Oxnard.
CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) DOCUMENT: The proposed amendments do not constitute a project as defined in Public Resources Code section 21065 because they merely amend maps and figures to identify additional disadvantaged communities in the unincorporated areas of Ventura County. Even if the proposed amendments were considered a project, the amendments are further exempt from CEQA review pursuant CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility the amendments will have a significant effect on the environment.  The proposed amendments simply define boundaries for where additional disadvantaged communities are located based upon research conducted by staff and these proposed designations do not cause any change to the existing environment.
CASE PLANNER: Jessica Nguyen

RECOMMENDED ACTIONS
That the Planning Commission recommend to the Board of Supervisors the approval of the proposed amendments to the General Plan and Background Report.

7.

DISCUSSION:
